The Amber Plan
The Amber Plan was created in memory of Amber Hagerman, a 9-year-old girl who was abducted and brutally murdered in 1996 in the Dallas-Ft. Worth area of Texas. Based on the model of emergency alerts for serious weather conditions, an Amber Alert is now an Emergency Alert System (EAS) activation to provide an immediate radio and television notice to the public when a report of a child abduction has been confirmed by law enforcement. Florida was the second state in the nation to organize a plan for missing child alerts statewide, and Central Florida, (EAS Operational Area 7), was the first region to implement the plan locally in the state.
In the event of a child abduction, local law enforcement is notified and assesses the situation. The information is relayed to the Missing Children Information Clearinghouse (MCIC) setup at the Florida Department of Law Enforcement (FDLE) headquarters in Tallahassee.
MCIC officials decide if the situation warrants an Amber Alert activation for all or part of Central Florida (EAS Operational Area 7). If so, MCIC communicates directly to Z88.3 via EMnet (Emergency Management Network communications link). We in turn, either broadcast the message directly as received or re-write the message for clarity, then code and broadcast the activation to all participating radio, television and cable systems in the region thereby relaying the Amber Alert to the public.

If you suspect your child has been abducted, you must dial local law enforcement to start the process of issuing an AMBER alert. All Florida police agencies have been trained on the process of taking a report to be forwarded to the Missing Children Information Clearinghouse setup at the Florida Department of Law Enforcement (FDLE) headquarters in Tallahassee.
